I'm still not understanding if your problem is that it takes 1 minute to initiate the page load, then it all happens instantly, or is the case that the page starts to build immediately, but it takes 1 minute to load all the elements in, with each graphic and element in the site loading slowly one by one - say at bps? Each page takes some time to load in. I messed around with it for a good part of today and really can't understand why it wont work.

Failing everything why not jump in the deep end and wipe Windows off your Server actually you might be able to test the performance of this or model other Windows based setups easily enough if you got yourself a copy of Apacye2triad1 - much nicer working through test scenarios there I did clean the Temp files to see if any would apache2trizd1 a problem, but same results I got.
